After World War II Japan had been reduced by bombing and defeat to a shambles, close to bankruptcy and starvation. The brilliant administration of General MacArthur set it on course to full recovery and, in the two decades since the American occupation, Japan emerged as the country with the fastest growing economy in the world, the third richest country, after the United States and the Soviet Union. The miracle came partly from the diligence of its people and its passion for education, and partly form its remarkable ability to assimilate the technological achievements of the most advanced western nations. It came above all because of the brilliant leadership that brought industry and government into effective tandem; Japan Incorporated the phrase went. There were serious problems that accompanied such material progress, -urban overcrowding, pollution, adverse changes in the quality of life. But the genius that overcame the chaos of the years immediately following World War II supplied the confidence that these problems would not be permitted to become permanent obstacles to the national welfare.
