One year after the fateful Kurdish uprising, correspondent Hodding Carter examines dissident Iraqi writer Kanan Makiya's secret return to Iraq to investigate rumors of an official extermination program aimed at the Kurds. With Kurdish bodyguards for his protection, Makiya travels from town to town, sifting through cartons and closets full of documents captured by the Kurds in the uprising and kept for years by the Iraqi secret police. The files, records, audio tapes and video footage details the horrifying scale of the Iraqi state's routine surveillance, torture and murder of men, women and children, and the ways in which ordinary people became complicit in watching and informing on each other. Makiya, who writes under the pseudonym Samir Al-Khalil, first documented Saddam Hussein's human rights in his book The Republic of Fear.
