Filibuster Today, Senate Maj. Leader Bill Frist opened debate on Priscilla Owen, one of Bush's most contested judicial nominations. Frist's strategy is to provoke a Democratic filibuster, and then file a Senate motion that would ban the filibuster. Filibuster is a procedural tactic in which a group of Senators can prevent a final vote through endless debate. Because it takes 60 votes to end a filibuster, Republicans have always needed Democratic support in the senate. But Democrats have closed ranks on 8 'extremist' judicial nominees, effectively blocking their confirmation. If Frist successfully eliminates the filibuster ('nuclear option'), Republicans can confirm nominees by only 51 votes. Democrats say confirmation by simple-majority will enable Bush to put whoever he wants on the judiciary. Because of that, Democrats say they will effectively shut down the senate if Frist bans the filibuster. Pundits say that, with at least one Supreme Court vacancy expected soon, the political stakes are tremendous.
