This program investigates a financial revolution--the movement of most of the world's money to huge off-shore banking centers, many located on the tiny island of the Caribbean. The program examines how the secrecy and lax regulation of these off-shore centers play a critical role in facilitating international crime--money laundering, insurance fraud and tax evasion.
