Examines debate inside Navy establishment over the wisdom of current development of fleet. Profiles Navy Secretary John Lehman and the growing debate inside the navy establishment to build a multi billion dollar fleet which critics say may not be able to fight the kind of wars the nation would be most likely to encounter.
