For nearly five years the United States has been fighting the war on terror. Much of that war has been fought by the CIA and other intelligence agencies on what Vice President Cheney called "the dark side." But from the beginning there was a bitter internal struggle for control of the dark side between Cheney and CIA Director George Tenet.
