“There were many causes for the War that irretrievably smashed the Old Order - intense colonial rivalries, ulcerated nationalism, little people in charge of big issues, and many others. But the basic cause was the fact that there was no international authority, with enforcing power, to prevent recourse to war. There was instead a delicate balance of power, precariously maintained, so that no issue could any longer remain local. A pistol shot in the remote Serbian village of Sarajevo could plunge the world into a catastrophe from which it never recovered.”
