“Brazil is the fifth largest country in the world, whose vastness of territory is available for immense population expansion and whose abundant resources have been scarcely tapped. Its modern period began in 1930 when successive governments wrestled with the problem of releasing the potentialities of the sleeping colossus. There was the paradoxical ‘democratic Caesarism’ of Vargas, who ruled for twenty years and then preferred suicide to exile; the ‘squandermania’ of Kubitschek who tried to solve the financial crisis by doubling and tripling the printing press output of paper money; the short but memorable mercurial incumbency of Quadros; and the wild inflation ridden administration of Goulart that threatened complete chaos. Then came the revolution of 1964, when the armed forces took over, liquidating all the old political parties and announcing that the military rule would have to be continued until the country was again ready for self government. As late as 1972, the ruling junta still judged that the country was not ready. The stake of the United States and the western world in the fate of Brazil became higher than ever, for Brazil is a potential world power and its loss either to full fledged fascism or communism would leave the western hemisphere irretrievably shaken.”
