Ballot Question 3 Massachusetts Ballot Question 3 proposes to ban dog racing in the commonwealth by 2010. Supporters say dog racing is a cruel and inhumane sport that is harmful to racing dogs' health. Gun Penalties Today, Boston City Councilor Michael Flaherty will propose increasing the penalties for having a concealed weapon in one's home or workplace.
