SUBSTANDARD TEACHING PRACTICES PROMPT PARENTS TO GAIN EDUCATIONAL CONTROL OF A BROOKLYN SCHOOL DISTRICT BUT THEN LEAD THEM TO A SHOWDOWN WITH NEW YORK CITY'S TEACHERS' UNIONS.
